How to send notification mail by Gitea to users when it was down or upgrade

Need to send email to all users from Gitea for notifications due to various usage.

as an admin you can get users emails from the admin dashboard and send one email with all of those emails BCC’d.

You can also modify the templates to add a banner to the site for announcements similar to how https://teahub.io/ has their banner
