Gitea version 1.4 is available in the download section (https://dl.gitea.io/gitea/1.4) but it is not available as a tag (https://github.com/go-gitea/gitea/tags), so people who use exclusively git, cannot be informed of this release.
Downloads found in https://dl.gitea.io/gitea/1.4/ are just latest on 1.4 branch ie. https://github.com/go-gitea/gitea/tree/release/v1.4
Folders with version x.y.z are released versions. See https://github.com/go-gitea/gitea/releases for list of released versions.
