Is the dump command safe?

I see that the dump command ZIPs up the git repositories, and from what I can tell there are no locks used.

If a repository is being written to during the ZIP process, doesn’t this run into the same integrity issues as using rsync for backup as described here Git Cookbook – How to back up a git repository

Looking at sources of dump command it just simple zip.

So Yes, it cah run in same integrity problem. So sad, but it bad as production backup mechanism.
