could you please tell me, what is the difference between:
gitea-X.X.X-windows-4.0-amd64.exe
and
gitea-X.X.X-gogit-windows-4.0-amd64.exe

one requires winGit to be installed while the other is built with go’s implementation of git.

both require git to be installed, but for windows it is recommended that you use the gogit version. It uses a golang based git library for many of the internal git operations which windows prefers
